700-2 PURPOSE OF THE MANUAL
The ATAP policy manual provides the caseworker with federal and state policies used to determine ATAP eligibility, and program procedures to implement state and federal laws. This manual will assist DPA staff, partner agencies, contractors, and grantees with guidance needed to determine eligibility, assess employability, and appropriately assign or approve work activities intended to quickly lead families toward self-sufficiency and promote independence from the welfare system.
Manual organization loosely reflects the ATAP service delivery model. It begins with the application process, moves through eligibility determination, work and self-sufficiency requirements, payments, and ends with transitional services. A topical index is provided.
