604-4 G.        PUBLIC ASSISTANCE INCOME CHANGES

 

  1. Alaska Temporary Assistance Program (ATAP)

 

Temporary Assistance to Needy Families (Alaska Temporary Assistance Program and Native Family Assistance Program) income belongs to the person(s) it is intended to cover.  For example, a mother and her child receive an $800 ATAPAlaska Temporary Assistance Program grant, $400 belongs to the mother and $400 belongs to the child.

 

Note:

If an individual receiving TANFTemporary Assistance for Needy Families is disqualified (DI) from participating in SNAPSupplemental Nutrition Assistance Program, the family’s TANFTemporary Assistance for Needy Families payment must be prorated and each share entered onto EISEligibility Information System next to each TANFTemporary Assistance for Needy Families recipient.  See MS 605-2B.

 

TANFTemporary Assistance for Needy Families grants are counted as income in the SNAPSupplemental Nutrition Assistance Program budget in the month of intended use.  If the TANFTemporary Assistance for Needy Families grant issuance is delayed for any reason resulting in the payment being received after the month of intended use, it is considered a retroactive payment.  Treat this late TANFTemporary Assistance for Needy Families grant as a nonrecurring lump-sum payment.  See MS 602-3D(13).

 

B. Adult Public Assistance (APA)

 

APA payments are counted as income in the SNAP budget in the month of intended use. If the APA issuance is delayed for any reason resulting in the payment being received after the month of intended use, it is considered a retroactive payment. Treat this late APA payment as a nonrecurring lump-sun payment. See MS 602-3(D)13.

 

ATAP and APA Decreases: Repayment of Overpayment Claim

 

    1. Non-fraud Claims: The ATAPAlaska Temporary Assistance Program or APA overpayment amount is disregarded as income when calculating the SNAPSupplemental Nutrition Assistance Program overpayment.

 

    1. Fraud Claims: The ATAPAlaska Temporary Assistance Program or APAAdult Public Assistance overpayment amount is counted as income when calculating the SNAPSupplemental Nutrition Assistance Program overpayment. The caseworker will need to change the ATAP or APA income amount on the EIS UNIN screen to reflect the total payment amount including the amount deducted to repay the fraud claim.

 

Note:  

On the Program and Person Alerts (PRAP) screen, the client will have an alert type FR if there is a current fraud claim.  Direct questions about any claim to the Claims Unit in Juneau.
