MANUAL: Family Medicaid (MAGI) program

We are making several changes to incorporate new policy and clarify existing policy.
Other changes are either technical in nature or clarifications that are the result of policy questions or suggestions from the field.

OVERVIEW OF CHANGES
5000-1 History of Medicaid
Included the 09/01/2015 change of adding the ACA Medicaid Expansion Group.
5011-8 Citizenship for Certain Children Born Outside the United States
Clarified that the child must have a permanent resident card or I-1551 stamp on the passport.
5035 D Penal Institution
Added clarification that an incarcerated individual may be eligible for Medicaid for hospital stays over 24 hours.
5120-6 Non Temporary Absence
Included the non-MAGI category for children living in a residential treatment center.
5210 Post Medicaid Increased Child Support
Changed title to Post Medicaid Increased Spousal Support, as the title did not get changed with the last manual change. Child support is no longer a reason for Post Medicaid.
5500 B Application
Removed “Attention: Breast and Cervical Cancer Coordinator.” This category is no longer case managed and there is no longer a coordinator.
5550 E Questions
Removed “the Breast Cervical and cancer Coordinator.” This category is no longer case managed and there is no longer a coordinator.
5700 MAGI Medicaid Categories
Included the Expansion Group as a new Medicaid category.
5703 A Newborns (Under age 1)
Clarified that the newborn does not need to remain in the biological mother’s household to be eligible for Newborn Medicaid.
5706 Expansion Group
Explained the definition and eligibility factors of the Expansion Group.
5710-4 Examples of Income Counting for MAGI- Based Household Compositions
Added an example for expansion Medicaid for a non-custodial parent
5715-2 Excluded Income
Added compensatory payments as excluded income as these payments are not taxed and not counted for MAGI Medicaid determinations.
5715-3 Special MAGI Income rules
Added punitive payments as countable income as these payments are taxed and countable for MAGI Medicaid determinations.
5715-4 MAGI income deductions
Amended sentence to ‘most’ employee contributions to retirement plans are pre-tax deductions as 403(b) plan deductions can be taken post-tax.
5735 Hospital Presumptive Eligibility Determinations
Added the Expansion Group as a MAGI Medicaid category for Hospital Presumptive Eligibility
Addendum 3 Family Medicaid Subtypes
Add FF (Former Foster Care) as a subtype for MAGI Medicaid.
Add Incarceration subtypes as a new table.
Add Newly and Non-Newly Eligible subtypes as new table.
