MANUAL:  Family Medicaid Eligibility Manual

This year Social Security announced a COLA increase effective January 1, 2013.  The Family Medicaid standards are adjusted by the same percentage as the COLA Cost of Living Allowance  increase in Social Security benefits.  This year the COLA Cost of Living Allowance increase is 1.7%.  We have incorporated the 2013 standards on the Addendum 2, which become effective with the benefit month of January 2013.  

Other changes are either technical in nature or clarifications that are the result of policy questions or suggestions from the field.

OVERVIEW OF CHANGES

MS 5011-6 B  ACCEPTABLE DOCUMENTATION

• Adds a note stating that expired documents cannot be used as proof of Citizenship, however they can be used to get information from SAVE (Verification Information System).

MS 5014 B  Verification

• Adds language to Enumerations at birth that proof needs to be provided at next review AND/OR next application for Medicaid.

MS 5100-3 Family Medicaid and ATAP Differences

• Deleted first bullet that states both parents do not have to be included in the assistance unit if both live in the household.  If both parents are in the household, both must be included in the case unless they are excluded for aonther reason such as receiving APA related Medicaid.

Addendum 2 Family Medicaid Income Standards

• Updates program standards to reflect the COLA Cost of Living Allowance changes for 2013.
