As a result of the Children’s Health Insurance Program Reauthorization Act of 2009, we are able to implement two new policies that will greatly simplify the citizenship and identity verification process.
Newborns who are initially eligible for Medicaid because they are born to women who have Medicaid coverage are now considered to have provided satisfactory documentation of citizenship and identity and will not have to provide any further documentation when their eligibility is reviewed on their first birthday.
Beginning January 1, 2010, a data match with Social Security through the State Verification Exchange System ( SVES ), confirming an individual’s citizenship status via their Social Security Number, will be acceptable documentation of citizenship and identity for Medicaid purposes. The caseworker may accomplish this by submitting a SVES inquiry for a Medicaid applicant or recipient.
We are clarifying that verbal verification of self-employment income and expenses is allowable, although written verification is preferred if available. Verbal verification can be received from collateral contacts or the self-employed individual.
We also removed the requirement that an 18 year old in school must graduate by the age of 19 in order to be considered a dependent child under Family Medicaid rules.
Other changes are either technical in nature or clarifications that are the result of policy questions or suggestions from the field.

Clarifies when the $150 + 33% earned income deduction may be allowed.
Clarifies that the earned income deduction of $150 + 33% is not given to DKC or Under 21 applicants or recipients.
