MANUAL: Family Medicaid

This manual change implements the new policy announced by broadcast on June 12, that all AmeriCorps payments are exempt income, and adds tribal documents to the list of items which can verify citizenship and identity. These changes are effective July 1, 2009.
It also includes miscellaneous clarifications, and technical and organizational changes which are intended to improve the readability of the manual.

OVERVIEW OF CHANGES
MS 5005-7 C Late Reviews
Changes the first sentence in the second paragraph by replacing month it was due with end of the review period

MS 5011-2 A Acceptable Documentation
Adds Tribal Documents to the list of documents which can verify both citizenship and identity
Clarifies instructions regarding the BV code and when a screen print is placed in the case file
MS 5100-3 Family Medicaid and ATAP Differences
Removes Use of Conversion Factors for Estimating Income from the list of differences
MS 5104-6 Individuals Not Included in the Household
Clarifies that the parents’ income and resources are not considered in the eligibility determination of a pregnant woman, age 18 or older, who is in her third trimester, and who has no other children in the household.
MS 5104-9A Eligibility
Clarifies that a pregnant woman over 18 who lives with her parents can be her own household once she reaches her third trimester
MS 5120-6 Nontemporary Absences
Adds a Note that if the absence of a child in a medical institution or treatment facility causes ineligibility for a parent or sibling in the household’s FM or DKC case, that child’s needs may be included in the household.
MS 5152-4 Personal Property
Adds Subsection Personal Property
Changes existing 5152-4 through 5152-8 to A through E as they are all examples of Personal Property
Adds F regarding Promissory Notes, Loans and Property Agreements
Changes Trust Funds from 5154-9 to 5152-5
MS 5161-5 Volunteer Service Payments
Clarifies that all AmeriCorps and SeniorCorps payments are exempt income
MS 5162-1 Child Support Income
Clarifies how to count pass through payments
MS 5420 Individual Under 21 Living With Parents
Clarifies that both the parents and the Under 21 year old are coded FR so that the AI standard is used in the eligibility determination
MS 5440 Individual Under 21 Living Independently
Clarifies that the Under 21 year old is coded FR
Clarifies that a minor living with a responsible adult (other than a parent) or agency is coded SC
