MANUAL: Family Medicaid Eligibility Manual

In response to staff requests to clarify estimating income policy, we have revised the Determining Monthly Income chapters in the Adult Public Assistance, Alaska Temporary Assistance, Family Medicaid, and Food Stamp program manuals. To the extent possible, the same format and words are used in all manuals to reinforce the alignment of the policies among programs. This revision does not change policy, but instead, clarifies concepts and methods caseworkers can use to estimate income.
We also added resource and income exemptions for payments made to aid victims of crimes, updated program standards to reflect changes in the 2008 Federal Poverty Guidelines for Alaska, and made minor technical changes.

MS 5154-6 Other Exclusions
Adds payments made to aid victims of crime to the list of resource exclusions in this section.
MS 5160 Income
Revises MS 5160 through 5160-9 to clarify policy. This revision is included in all the program manuals.
Adds definition of terms including full payment period and scheduled payment.
Adds examples to illustrate how policy can be applied to various situations.
MS 5161-7 Foster Care and Boarding Home Payments
MS 5161-24 Victims of Crime Compensation Payments
Adds an income exclusion for payments made to aid victims of crime.
Addendum 1 Denali KidCare Income Standards
Updates program standards to reflect the Poverty Guidelines for Alaska effective March 1, 2008
Addendum 2 Family Medicaid Income Standards
Updates the Self-employment Income Annualization Standards effective March 2008.
Updates Transitional Medicaid Income Standards effective March 1, 2008.
