920 ELIGIBILITY FACTORS
Eligibility for Chronic and Acute Medical Assistance is based upon:
Applicants who meet the financial eligibility requirements for CAMA will most likely be eligible for MAGI or Aged, Disabled or Long Term Care Medicaid. Every CAMA applicant will have their eligibility for Medicaid determined automatically.
The only individuals who may be still eligible for CAMA are legal aliens that do not meet the 5-year waiting period required for Medicaid eligibility.
To be eligible for CAMA , an individual must be age 18 or older.
Exception:
An individual may be eligible for CAMA regardless of age if that individual is a legal immigrant who is not eligible for Medicaid / Denali KidCare because he or she is not a "qualified" alien or because the individual is subject to the five year bar on receiving Medicaid benefits.
To be eligible for CAMA , an individual must be an Alaska resident at the time of application. Being a resident means that the applicant lives in Alaska voluntarily and has made a home in the state or has the intention of making a home in the state and is not in Alaska for a temporary reason such as a vacation or business trip. Verification in the form of statements from landlords or other appropriate sources may be required. If Alaska residency is already established at the time of application, that individual's residency continues until he or she abandons it.
An individual is not eligible for CAMA if he or she resides in a Pioneer Home, a public institution, or a correctional facility.
920-3 U.S. CITIZEN OR LEGAL ALIEN
To be eligible for CAMA , an individual must be a U.S. citizen or legal alien. Unlike Medicaid / Denali KidCare, CAMA recognizes an individual who is "permanently residing under the color of law" (PRUCOL ) as a legal alien. A legal alien who has been in the U.S. for less than five years and who is currently subject to the five year bar on Medicaid may be eligible for CAMA if the applicant meets all other CAMA requirements.
Note:
USCIS will provide the alien with verification of their PRUCOL status. This may be a PRUCOL status letter from USCIS or an I-94 granting the alien voluntary departure for an indefinite time period.
920-4 LACK OF THIRD PARTY RESOURCES
To be eligible for CAMA , an individual must have insufficient third party resources, as described in Section 930.
To be eligible for CAMA , an individual must be in financial need as described in Section 940.
