This manual change updates program policy in conjunction with changes to the Medicaid, Alaska Temporary Assistance, and Food Stamp manuals.
Also included in this manual change is an update to the program standards for 2011. Each year the Adult Public Assistance need and maximum payment standards are adjusted to reflect the COLA increase in Social Security benefits. There will be no COLA increase for 2011.This manual change updates the 2011 standards, which become effective with the benefit month of January 2011.

OVERVIEW OF CHANGES
MS 441-1 E (2)(c) Examples Clarifying the use of the Standard Expense Deduction
Adds subsection (c) to show examples of when the standard self-employment expense deduction should be used.
Addendum 1 Program Standards
Updates the addendum to reflect program standards for 2011. Because there was no Social Security COLA adjustment for 2011, the program standards remain the same as those for 2010.
