In response to questions from field staff this manual change includes information on how Refugee Cash Assistance and one-time Refugee Resettlement payments are treated for the APA Adult Public Assistance program.
In addition to other technical changes, the section on conducting interviews was revised to correctly describe the date the denial notice is sent for a request for service application. The verification section in Chapter 410 was also updated to add information about the SOLQ interface and remove obsolete information about the Senior Benefit interface.

OVERVIEW OF CHANGES
MS 410-3 E Conducting Interviews
Clarifies the timing of the automatic application denial for no interview when the APA application is registered as a request for service (RP).
MS 410-4 Verification
Adds information about the State Online Query ( SOLQ ) interface and clarifies that caseworkers need to check Social Security interfaces only when it appears the applicant or recipient could be eligible for Social Security benefits.
Adds note to clarify that the SOLQ interface may be used only to determine eligibility for the Alaska Temporary Assistance, Food Stamp, Medicaid, and Adult Public Assistance programs.
Reformats EIS Interface table to clarify that the SDX , PFD , and DOL Wage Match information is accessed through the Interface Inquiry (ININ) item on the INME.
Removes obsolete information about the Senior Benefits program interface. Since DPA is now administering the program, the interface is no longer available.
MS 440-3 B Medical or Social Services, and Cash Received From a Public or Private Organization in Conjunction With Such Services.
Adds one-time Refugee Resettlement Payments as an example of cash provided by a public organization for social services.
Adds a cross-reference to Administrative Manual section 128-4, Refugee Assistance.
MS 441-2 D Income Based On Need
Adds Refugee Cash Assistance to the list of programs that provide needs-based assistance.
Adds a cross-reference to Administrative Manual section 128-4, Refugee Assistance.
Adds a cross reference to APA Manual section 452-10 for policy on how to budget monthly Refugee Cash Assistance payments.
MS 442-3 B Certain Assistance Based on Need
Replaces obsolete SeniorCare reference with a reference to the new Senior Benefits Program.
MS 452-10 Temporary Assistance and APA
Adds a cross reference to section 452-10A for additional policy in Refugee Cash Assistance.
Clarifies that an APA recipient is budgeted as an individual if the ineligible spouse is receiving Refugee Assistance.
MS 460-6 A Income Exclusions of An Ineligible Spouse
Adds Refugee Cash Assistance to the list of public income maintenance payments.
MS 470-3 Temporary Absence From Institution
Replaces ”First Health Services” with ”Affiliated Computer Systems”
