In response to questions from field staff, we are clarifying that fleeing felons who are not eligible for SSI or SSA benefits and individuals who are not eligible for SSI benefits due to the SSI program’s stricter citizenship requirements may be eligible for APA if they meet all other eligibility requirements.
In addition, the IRS mileage allowance table has been removed from Addendum 1. In manual sections where the mileage rate is referenced, a link to the IRS website showing the most current mileage rate has been supplied.

OVERVIEW OF CHANGES
MS 420-2 A Relationship Between The SSI and APA Programs
Clarifies that applicants who are not eligible for SSI due to fleeing felon status or citizenship requirements may still be eligible for APA if they meet other eligibility requirements.
MS 425-2 D State-Only Blindness or Disability Decisions
Adds fleeing felons and more stringent citizenship requirements to the list of reasons applicants may not qualify for SSI .
MS 430-2 Resource Limits
Clarifies the resource limit for a couple is $3000 as long as at least one member is eligible for assistance.
MS 442-2 I (1) Work Expenses For The Blind
Adds reference to use the business mileage rate
Adds IRS website to get the current business mileage rate
MS 442-3 A (7)(c)(5) Income Exclusions Authorized By Federal Laws
