116-2          APPLICATION PROCESSING

Native clients living in an area and eligible to be served by a Native Family Assistance Program need only apply for assistance in one office, either at the NFAP office or at the DPA office.  The following guidelines outline the procedures:

Client applies at a DPA Office - If a client applies in the DPA office for Food Stamps and/or Medicaid, and wants to apply for a Native Family Assistance Program, the client will use the DPA application.   DPA must forward a copy of the application and all pertinent documents to the appropriate NFAP office no later than the next business day.  The DPA office will keep the original application and all pertinent documents, and an eligibility worker will determine Food Stamps and/or Medicaid eligibility.

Client applies at an NFAP Office - If a client applies for assistance at an NFAP office, the client will complete the NFAP application.  If the client also wants Food Stamps and/or Medicaid, the NFAP office will forward a copy of the application and all pertinent documents to the DPA office no later than the next business day.

Example:

A family applies for NFAP benefits, Food Stamps, and Medicaid using the GEN 50B at the DPA District office.  Copy the application and all pertinent documents and forward them to the NFAP office.  Register a Food Stamps / Family Medicaid case.  If eligible, authorize and send the appropriate notices.  If ineligible, deny and send appropriate notices and then determine Denali KidCare eligibility for any minor children in the home.

Interviews conducted by NFAP agencies or its representatives are accepted to meet DPA interview requirements.  The date that the application is received in a DPA office from an NFAP office is the application filing date.  The benefit start date is the date the application is received in the NFAP office.  Refer to the appropriate program manual for the specific program policies regarding applications.
