101-4          RECEIPT OF AN IDENTIFIABLE APPLICATION

Every DPA office must accept any identifiable application that is presented.  If an application is received which is not identifiable, it should be returned to the individual immediately, when possible.

If the application form does not contain a signature anywhere on the form, it must be returned to the individual with a note explaining that a signature is required before the application can be accepted.
