422-1        APA REQUIREMENTS

A Social Security number is not an eligibility requirement for the APA program, unless needed to meet the APA development of income requirement.

For example, a widow must apply for Social Security survivor benefits.  To receive survivor benefits, she must either have a Social Security number or apply for one.  If she refuses to provide or apply for a Social Security number as part of the application process for the survivor benefits, she is not eligible for APA benefits because she did not take all steps necessary to receive the survivor benefits.
