452-12      RETROACTIVE APAAdult Public Assistance BENEFIT CALCULATIONS

 

IAInterim Assistance recipients qualify for an APAAdult Public Assistance payment when they are approved for SSASocial Security Administration or SSISupplemental Security Income and their case is converted to APAAdult Public Assistance. Refer to manual section 410-7 for the policy regarding when APA payments begin.

 

Calculate a retroactive APAAdult Public Assistance payment for an IAInterim Assistance case conversion by subtracting the countable income from the APAAdult Public Assistance maximum payment standard.  Then subtract the IAInterim Assistance payment.

 

Example:  IAInterim Assistance Recipient (based on 2024 payment standards)

Applicant applies for both APAAdult Public Assistance and SSISupplemental Security Income benefits on July 15, 2024.  IAInterim Assistance benefits are approved beginning with the benefit month of July.  On October 28, 2024, the Social Security Administration notifies the applicant that SSISupplemental Security Income payments are approved back to the benefit month of August.

Because it is too late to stop the IAInterim Assistance payment for November, the IAInterim Assistance case is closed effective November 30, 2024, and an APAAdult Public Assistance case is opened beginning December 1.  Since the applicant was notified of SSISupplemental Security Income eligibility in October, the applicant is eligible for APAAdult Public Assistance benefits beginning November 1.  The retroactive APAAdult Public Assistance payment for November is calculated as follows:

$  362     APAAdult Public Assistance payment
