451           ELIGIBILITY DETERMINATIONS

Eligibility for APAAdult Public Assistance is always determined prospectively.  This means that the case worker must anticipate what financial and nonfinancial circumstances are likely to exist in the benefit month and determine the applicant's or recipient's eligibility for that month based on those expected circumstances.  After prospective eligibility is determined, the APAAdult Public Assistance benefit amount is calculated.  (Refer to chapter 452 for the policy on APAAdult Public Assistance benefit calculations.)
