116-7          CASE TRANSFER

 

Families served by a Native Family Assistance Program may become ineligible for the NFAP benefits and eligible for Alaska Temporary Assistance benefits or vice versa.  This occurs when a family moves into or out of an NFAP service area.  This can also occur when a Native adult or child moves into a household with non-native members.  Once eligibility for either Alaska Temporary Assistance or NFAP benefits ends, the family must submit a new application for assistance with the appropriate program if they wish to qualify for assistance again.  The family’s eligibility for assistance for the new program may begin only after their eligibility for other program ends.  When an application for Alaska Temporary Assistance is received by DPA from a former NFAP recipient, treat it as if the family received TANF benefits from another state before applying for help in Alaska.

 

116-7 A.     HOUSEHOLD MOVES INTO AN NFAP SERVICE AREA

 

1. Alaska Temporary Assistance

 

Close the Alaska Temporary Assistance case with timely notice of adverse action using the denial/closure reason code of ’TT’ (Tribal NFAP ).  Alaska Temporary Assistance household must reapply for benefits with the respective NFAP agency.

 

Note to Case Managers:  

Close the work activity screen for each parent on the Case Management System ( CMS ).

 

2. Attached SNAP / APA /Medicaid

 

These programs are administered by DPA and may remain open following current casefile transfer procedures.  Refer to MS 103-7 for further guidance on case transferring.

 

116-7 B.     HOUSEHOLD MOVES INTO A NON- NFAP SERVICE AREA

 

1. Alaska Temporary Assistance

 

The NFAP will close the case with timely notice for adverse action.  For an EIS user NFAP , the case manager will close the work activity portion on CMS for each parent.  The family must reapply for Alaska Temporary Assistance at DPA .  The NFAP case file will not be forwarded to DPA .

 

2. SNAP / APA /Medicaid

 

These programs are administered by DPA and may remain open to follow normal casefile transfer procedures.  Refer to MS 103-7 for further guidance on case transferring.
