111-4          CLAIM ESTABLISHMENT AND COLLECTION

The Claims Specialist establishes all Alaska Temporary Assistance, Adult Public Assistance, Senior Benefits, WIC, Child Care and SNAP claims.  The Claims Specialist is responsible for all collection activities.  This includes notifying individuals about overpayments, informing individuals of the repayment options, authorizing recoupment and allotment reduction, garnishing individual incomes, changing and deleting claims information in EIS, pursuing collections on closed cases, and monitoring collections received.

The Claims Specialist establishes the claim in EIS and begins recoupment, allotment reduction, or other collection proceedings by sending the appropriate notice to the individual.

If the Claims Specialist finds a discrepancy in the amount of the claim or in the application of the program policies, he or she will correct the submitted claim.  If unable to correct the claim using the information provided on the GEN 95 form, the Claims Specialist will request clarification from the current caseworker assigned to the case or from the supervisor.  The Claims Specialist will resolve discrepancies before establishing the claim in EIS.

In some instances, the Claims Specialist returns the claim form to the caseworker or supervisor for correction.  The caseworker corrects the claim and resubmits it to the Claims Specialist, Benefit Issuance and Recovery Unit in Juneau.  The Claims Specialist will then establish the claim and initiate collection activities.
