Every individual has the right to apply for any public assistance program and to have his or her eligibility promptly determined.  Each applicant must be notified in writing of the decision regarding his or her eligibility.

Every applicant has the right to withdraw his or her application at any time before the eligibility determination is made.  Refer to the appropriate program manual for more information on withdrawn applications.
