MANUAL:  Aged, Disabled and Long Term Care Medicaid Eligibility Manual

DATE:  April 1, 2021

We have updated the 2021 Federal Poverty Level guidelines for income eligibility effective April 1, 2021. We have also updated other sections that use Federal Poverty Level guidelines for income eligibility.

This manual change also consists of several technical changes or clarifications as a result of suggestions from the field. Highlights of these revisions are described below.  If you have any questions please contact the Policy and Program Development Team at e-mail dpapolicy@alaska.gov.

OVERVIEW OF CHANGES

514(D)       Penal Institutions

• Removed verbiage indicating applications for adults in DOCDepartment of Corrections or BOPFederal Bureau of Prisions custody will be processed by Field Services as this is no longer the case

520(A)      Application and Review Process

• Added language regarding signature requirements

• Clarified that a NFAPNative Family Assistance Program application can be used as an application and recertification

520(B)       Proof of United States Citizenship and Qualified Aliens

• Removed subsection C regarding use of the PFDPermanent Fund Dividend interface as verification of US Citizenship as this no longer meets policy requirements

522(A)     Special Non-Immigrant Groups

• Due to a change in law effective December 27, 2020, clarified that non-immigrants from the Federated States of Micronesia, the Republic of the Marshall Islands, and the Republic of Palau who are legally residing in the United States are eligible for Medicaid benefits and are not subject to the 5-year waiting period

524(M)     Dingell Act Lands

• Added a new subsection regarding the Dingell Act Lands received by Native Veterans

530(A)     SSI Recipient

• Clarified that Medicaid eligibility does not depend on APAAdult Public Assistance eligibility

534(K)     Example of an Eligibility Determination

• Updated examples with 2021 Federal Poverty Level Changes and replaced APA Need Standard with Refused Cash standard

534(M)     Example of an Eligibility Determination With a Medicaid Qualifying Trust

• Updated examples with 2021 Federal Poverty Level Changes and replaced APA Need Standard with Refused Cash standard
