MANUAL: Aged, Disabled and Long Term Care Medicaid Eligibility Manual

This year Social Security announced a COLA (Cost of Living Allowance) increase effective 2017. We have updated Addendum 1 and the examples throughout the manual with the following items to reflect the 0.3% increases for 2017:
An increase to the Long Term Care community spouse resource and income allowance and household member standards;
An increase to the Excess Home Equity resources maximum; and
An increase to the Special Long Term Care Income Standard
Medicare Part A and B premiums
Medicare Part D premium and coverage information, including changes to the Low-Income Subsidy program
In addition to the COLA change, this manual change consists of several small technical changes or clarifications as a result of suggestions from the field. Also, we have replaced all reference to Family Medicaid with MAGI Medicaid and updated the links to the new MAGI Medicaid manual.

Clarified that termination of TPL must be verified.
505-H MILITARY FACILITIES
Removed this subsection due to outdated DHCS information.
513 ALASKA RESIDENCY
Revised this section to match MAGI manual for consistency.
514-D PENAL INSTITUTION
Revised subsection to match MAGI manual for consistency.
514-G CHILDREN IN TREATMENT
Added new subsection regarding children that have been in residential treatment for more than 30 days that are ineligible for MAGI Medicaid.
520-L ABLE ACCOUNTS
560-E HCB WAIVER REFERRALS AND INTERAGENCY COMMUNICATIONS
Replaced DSDS with Aged and Disability Resource Center for the care coordinator list per DSDS request.
