MANUAL: Aged, Disabled and Long Term Care Medicaid Eligibility Manual

Beginning July 4, 2025 the 2025 Reconciliation Bill (H.R. 1) was signed into law. This law contains several provisions that affect the non citizen requirements of the Medicaid program that are effective October 1, 2026.

OVERVIEW OF CHANGES
500(A) Applicable Eligibility Categories
- Revised section to remove automatic Medicaid eligibility for APAAdult Public Assistance and SSISupplemental Security Income recipients due to the Medicaid qualified alien requirements effective October 1st, 2026.
- Added note to reflect individuals must also meet Medicaid qualified alien requirements effective October 1st, 2026.
501(A) Issuing Medicaid to Eligible Recipients
- Revised section to reflect new process and new design of Medicaid cards.
511 B(1) Who is Not Required to Cooperate
- Revised postpartum period from 60 days to 12 months to align with postpartum period change.
520(C) Proof of United States Citizenship and Qualified Alien Status
- Removed reference to APAAdult Public Assistance MS 421, added reference to MAGI MS 808, due to the Medicaid qualified alien requirements effective October 1st, 2026.
522 Medicaid Exceptions to APAAdult Public Assistance Eligibility Policy
- Added note to reflect individuals must meet Medicaid qualified alien requirements effective October 1st, 2026.
522(A) Special Non-Immigrant Groups
