MANUAL:  Aged, Disabled and Long Term Care Medicaid Eligibility Manual

We are making several changes to incorporate new policy, clarifying existing policy, and align policies within our policy manuals. Other changes are either technical in nature or clarifications that are the result of policy questions or suggestions from the field.

520 A      APPLICATION AND REVIEW PROCESS

• Clarified that an SSPSelf Service Portal/FFMFederally Facilitated Marketplace is the only acceptable application that doesn't need a "wet" signature

550 B      INDIVIDUAL ELIGIBLE FOR SSISupplemental Security Income OR APAAdult Public Assistance CASH ASSISTANCE IF NOT IN AN INSTITUTION

• Clarified that the Refused Cash category is also included.

554 K      ANNUITIES

• Clarified how a TOATransfer of Assets should be calculated with an annuity that has caused a penalty.

576 E    COORDINATION WITH DIVISION OF HEALTH CARE SERVICES (DHCS)

• Added a note clarifying that the letter from DHCSDivision of Health Care Services indicating an individual received services of an emergent nature and indicating the covered dates of services is not a determination of eligibility.  

580 D      LOW-INCOME SUBSIDY (LIS) PROGRAM

• Added a link to the LIS business process at Administrative MS 126-3.
