MANUAL: Aged, Disabled and Long Term Care Medicaid Eligibility Manual

This year Social Security announced a COLA (Cost of Living Allowance) increase effective 2013. We have updated Addendum 1 and Addendum 6 with the following items to reflect the 1.7% cola increases for 2013:
An increase to the Long Term Care community spouse resource and income allowance and household member standards;
An increase to the Excess Home Equity resources maximum; and
An increase to the Special Long Term Care Income Standard
Medicare Part A and B premiums
Medicare Part D premium and coverage information, including changes to the Low-Income Subsidy program
In addition to the COLA change, this manual change consists of several small technical changes or clarifications as a result of suggestions from the field.

OVERVIEW OF CHANGES
MS 575 E Breast and Cervical Cancer Questions
Replaces "Breast and Cervical Cancer Coordinator" with Long Term Care Unit.
MS 580 B Special Low income Medicare Beneficiary (SLMB and SLMB Plus)
Adds a new subsection to clarify the Benefit Start Date for SLMB coverage.
Addendum 1 Program Standards
Updated the 2013 standards.
Addendum 6 Medicare Part D Low Income Subsidy Guide
Updated the guide with the 2013 amounts.
