9100-3          WORKING WITH DPADivision of Public Assistance TO PROVIDE SERVICES

 

9100-3 A.      INFORMATION EXCHANGE

 

The grant agreements between the State of Alaska's DOHDepartment of Health and Native organizations operating Native Family Assistance Programs (NFAPNative Family Assistance Programs) contain specific language regarding service coordination and exchange of information. A signed release of information form is not needed to share information with NFAPNative Family Assistance Program employees about mutual clients. CITCICook Inlet Tribal Council Incorporated uses the DPADivision of Public Assistance's Eligibility Information System (EISEligibility Information System) to determine eligibility and authorize cash assistance. AVCPAssociation of Village Council Presidents, TCCTanana Chiefs Conference, CCTHITACentral Council of Tlingit and Haida Indian Tribes of Alaska, BBNABristol Bay Native Association, KANAKodiak Area Native Association, and Maniilaq have read-only access to EISEligibility Information System. Like DPADivision of Public Assistance staff, NFAPNative Family Assistance Program staff must read DPADivision of Public Assistance Security Manual, complete security agreements, agree to safeguard client information, comply with State of Alaska laws and regulations governing the confidentiality and use and disclosure of public assistance records, and are subject to the penalties associated with misuse of information.

 

Tribal TANFTemporary Assistance to Needy Families providers negotiate and secure separate data exchange and memoranda of agreements with the Department of Labor and Workforce Development, Permanent Fund Dividend Division, and the Social Security Administration, permitting information exchange and use of interfaces.

 

9100-3 B.      JOINT CASE PROCESSING

 

Special instructions for NFAPNative Family Assistance Program and DPADivision of Public Assistance case processing procedures are located in the Administrative Procedures Manual Section 116-2. That section includes information on accepting and processing applications, change reporting, transferring cases, and other processes pertinent to the exchange of information and data between the NFAPNative Family Assistance Program and DPADivision of Public Assistance which affects other assistance programs such as SNAPSupplemental Nutrition Assistance Program and Medicaid.

 

Tribal TANFTemporary Assistance to Needy Families providers should send applications and verification to DPADivision of Public Assistance via email to hss.dpa.offices@alaska.gov. If the document being sent to DPADivision of Public Assistance contains protected health information, it should be sent through DSMDirect Secure Messaging to dpa.office@hss.soa.directak.net. DPADivision of Public Assistance caseworkers can be reached by calling the Virtual Call Center (VCCVirtual Call Center) at 1-800-478-7778.
