Several sections of the Heating Assistance Program Policy Manual have been revised in order to incorporate new policy, clarify existing policy, and align policies within our division's policy manuals.

OVERVIEW OF CHANGES
MS 3000-2 DEFINITIONS
- Removed Adult Public Assistance (APA) from the "mixed household" definition, as receipt of APA does not qualify a household as categorically eligible. This change prevents misinterpretation and aligns the manual with federal LIHEAPLow Income Home Energy Assistance Program guidance.
- Removed "Public Assistance Household" definition as it is an obsolete term, which was specific to the previous eligibility system and is not applicable within ECOSEnergy Community Online System.
3001-4 VERIFICATIONS
- Updated the name of the child support payment system from WinStar to ACSESSAlaska Child Support Enforcement Services System.
ADDENDUM G COUNTABLE AND EXCLUDED INCOME FOR HAP
- Added Census income to align with DPA manuals.
- Added clarity to Educational Income rows (Title IV and Non-Title IV.)
