Sections of the Heating Assistance Program Policy Manual have been revised in order to incorporate new policy, clarify existing policy, and align policies within our division's policy manuals.

OVERVIEW OF CHANGES
MS 3000-2 DEFINITIONS
- Updated the "Identifiable Application" definition to include Tribal energy assistance applications.
MS 3001-2 A. WHAT IS AN IDENTIFIABLE APPLICATION
- Clarified that both HAP and Tribal energy assistance applications are considered identifiable and are accepted for DPADivision of Public Assistance eligibility determination.
MS 3001-2 G. TRIBAL APPLICATIONS
- Added note clarifying that applications that are registered and auto denied and referred to a tribal agency still need to be filed in ILINX.
MS 3001-5 H. REASONS FOR DENYING AN APPLICATION
- Clarified that an application denied as, "Tribal LIHEAP" must be filed in ILINX and a copy of the denied application must be sent to the applicable Tribal LIHEAP Office.
MS 3003-2 A. NON-COUNTABLE (EXEMPT INCOME)
- Revised subsection 10. Alaska Native Claims Settlement Act (ANCSA) Income to exempt all ANCSAAlaska Native Claims Settlement Act payments.
