3007-2      HUD AND OTHER HOUSING AUTHORITIES, MUTUAL HELP OR HOME PURCHASE PROGRAMS

 

For all other housing information, it must be obtained from the unit's Property Manager. Refer to Addendum F for Native Housing Authority property manager contact information.

 

 

3007-2 A.      MUTUAL HELP

 

USDA Mutual Self-Help Loan program and HUDHousing & Urban Development Mutual Help Homeownership Programs are used primarily to help low-income households obtain financial assistance for the construction of individual homes. If a Mutual Help program applicant applies for assistance the caseworker must obtain copies of the utility worksheet from the housing program (if the applicant has not provided it). If the worksheet confirms the household is receiving a utility allowance, they are eligible for 50 percent of the HAPHeating Assistance Program benefit. If they do not receive a utility allowance, they are eligible to receive 100 percent of the HAPHeating Assistance Program benefit.

 

 

3007-2 B.      LOW INCOME TAX CREDIT PROGRAMS (LITC)

 

May be a home ownership or rental program, such as T&H in Southeast Alaska and is generally not considered subsidized housing unless there is a utility allowance. This program's credit is usually on favor of the developer. If there is a utility allowance, through AHFCAlaska Housing Finance Corporation or other program, then process accordingly under subsidized housing guidelines. If heat is included in the rent, and there is no utility allowance for heat, process as heat included in rent non-subsidized heat case.

 

Note:

Some LITCLow Income Tax Credit properties may have a mix of low-income, fair market and Section 8 housing vouchers in one complex. The caseworker must research the correct housing program for each household applying to determine the correct method of calculating the grant.
