Our awesome salmon from FY 2009 are approaching their goal and have the wide open ocean sparkling up ahead. With 10 of 12 months of payment accuracy data available (October through July) our salmon are navigating with a “school” (statewide) average of 95.6%. What’s especially impressive is that there were no reportable payment errors in the months of May and July!

Over the last week or so, it has been necessary to redistribute work from the Central Region to offices across the state.  The Director and the division’s leadership team asked me to share with you their belief and expectation that our ability to provide direct services and supports to our clientele requires a collective commitment and, at times, a statewide effort to ensure that needy Alaskans get the services and supports they require.

Heating Assistance Supplements Issued

On June 26, the Heating Assistance Program (HAP) issued supplement payments to vendors for every household that received heating assistance this past winter. These supplements were made possible thanks to the legislators who authorized $9 million in heating assistance this past legislative session. These payments will allow households to pay down any balances they have from this past winter and/or prepare for the coming season. Some households will even be able to start the winter with oil in their tanks. Notices were sent to households and vendors informing them of the amount of the award.

The salmon have been swimming along for several months now and we now have some feedback for the months of October and November 2008. So far 4 of our salmon are off to a very good start, with three of them swimming at 100% and several more not far behind. However, with two months reflected in the sample thus far, our salmons’ keen sense of direction doesn’t appear to be quite fully developed.

Economic Stimulus Law and Public Assistance Programs

Broadcast to All DPA Staff and DPA State Associates From the Policy & Program Development Team The American Recovery and Reinvestment Act of 2009 (also known as the Economic Stimulus bill) provides temporary financial support to unemployed workers and low income families. Here is how some of the provisions will impact our public assistance programs. We continue to receive guidance and clarifications from our federal oversight agencies and will keep you posted as we learn more.

New 2009 Alaska Federal Poverty Guidelines

New federal poverty guidelines for Alaska are effective March 1, 2009. These increase the income standards used to determine eligibility for the following Medicaid categories:

• Denali KidCare for children and pregnant women;
• Qualified Medicare Beneficiaries (QMB);
• Special Low-Income Medicare Beneficiaries (SLMB and SLMB Plus);
• Transitional Medicaid;
